This may refer to blood flowmeters such as ultrasonic and electromagnetic types but usually the term is reserved for gas flowmeters as used in anaesthetic apparatus. There are various types such as the Wright's respirometer but the most common type is the rotameter used on anaesthetic machines which have a rotating bobbin in a tapered glass tube. The gas flow rate is indicated by the height in the glass tube at which the bobbin rotates. A cheaper form is the ball float meter.
